The Storm Lake Area Arts Council, or SLAAC, was formed officially on Monday, October 14, 1974. The SLAAC was formed to promote the cause of the Arts in Storm Lake and facilitate participation with poets, novelists, dramatists, sculptors, painters, composers, architects, and landscapers. As it is still the case today, the Arts Council is governed by an executive board elected by the members of the Storm Lake Area Arts Council. Funding for the Arts Council comes from a variety of sources such as grants, local fund raising projects, membership dues, gifts, and admission fees to sponsored performances. The SLAAC is a non-profit organization chartered by the State of Iowa. The original board consisted of Bob Tollefson (President), Dave Van Sickle (Vice-President), Carol Peterson (Secretary), Rick Peterson (Treasurer), Les Williams (Advisor or Past President), and Art Beaulieu, Esther Kislingbury, Susan Ruppert, Dorothy Skewis, and Reid Swanson (Members-at-Large).

The Storm Lake Area Arts Council is governed by a Board of Directors comprised of at least 8 representatives . These representatives come from a variety of different types of businesses, and are selected by a nomination process and the votes of the Council members. They meet on a monthly basis.
